ന്യൂഡൽഹി: ഭിക്ഷാടന മുക്ത ഭാരതം (Bhiksha Vriti Mukt Bharat - ഭിക്ഷാരഹിത ഇന്ത്യ) സൃഷ്ടിക്കുന്നതിനുള്ള കേന്ദ്ര സര്‍ക്കാര്‍ പദ്ധതിയുടെ ഭാഗമായി 2026 ഓടെ ഇന്ത്യയിലെ 30 നഗരങ്ങള്‍ ഭിക്ഷാടന മുക്ത നഗരങ്ങളായി പ്രഖ്യാപിക്കാന്‍ കേന്ദ്ര സര്‍ക്കാര്‍. ഇതിന്‍റെ ഭാഗമായി ഭിക്ഷാടനത്തില്‍ ഏര്‍പ്പെട്ടിരിക്കുന്ന മുതിര്‍ന്നവരെയും സ്ത്രീകളെയും കുട്ടികളെയും ലക്ഷ്യമിട്ട് സമഗ്രമായ സര്‍വേയ്ക്കും പുനരധിവാസത്തിനുമായി രാജ്യത്തുടനീളം 30 നഗരങ്ങളെ കേന്ദ്രം കണ്ടെത്തി. അടുത്ത രണ്ട് വര്‍ഷത്തിനുള്ളില്‍ കൂടുതല്‍ നഗരങ്ങളെ പദ്ധതിയില്‍ ഉള്‍പ്പെടുത്തുമെന്നും അധികൃതര്‍ അറിയിച്ചു.
സാമൂഹ്യനീതി ശാക്തീകരണ മന്ത്രാലയത്തിന്‍റെ (ministry of social justice and empowerment) നേതൃത്വത്തിലുള്ള പദ്ധതിയുടെ ഭാഗമായി 2026 ഓടെ നഗരങ്ങളിലെ ഭിക്ഷാടന കേന്ദ്രങ്ങളുടെ 'ഹോട്ട്സ്പോട്ടുകള്‍' കണ്ടെത്താനാന്‍ ജില്ലാ, മുനിസിപ്പൽ അധികാരികളോട് ആവശ്യപ്പെട്ട് കഴിഞ്ഞു. ഇവിടങ്ങളില്‍ ഭിക്ഷാടനം നടത്തുന്നവരെ 'സ്മെല്‍' (Support for Marginalised Individuals for Livelihood and Enterprises - SMILE) പദ്ധതിയുടെ കീഴില്‍ കൊണ്ട് വന്ന് പുനരധിവസിപ്പിക്കുമെന്നും മന്ത്രാലയം അറിയിച്ചു. പദ്ധതിയുടെ ഭാഗമായി വടക്ക് അയോധ്യയും തെക്ക് തിരുവനന്തപുരവും പടിഞ്ഞാറ് ത്രയംബകേശ്വർ മുതൽ കിഴക്ക് ഗുവാഹത്തി വരെയുമുള്ള നഗരങ്ങളെയാണ് തെരഞ്ഞെടുത്തിരിക്കുന്നത്. മതപരമോ ചരിത്രപരമോ ടൂറിസം പ്രാധാന്യമോ കണക്കിലെടുത്താണ് നഗരങ്ങളെ തെരഞ്ഞെടുത്തിരിക്കുന്നത്.
ഭിക്ഷാടനം നിരോധിക്കുന്നതിന്‍റെ ഭാഗമായി നിരീക്ഷണത്തിനും പദ്ധതി നടത്തിപ്പിനും ഫെബ്രുവരിയോടെ ഒരു ദേശീയ പോര്‍ട്ടലും മൊബൈല്‍ ആപ്ലിക്കേഷനും പുറത്തിറക്കുമെന്നും മന്ത്രാലയം അറിയിച്ചു. തെരഞ്ഞെടുക്കപ്പെട്ട നഗരങ്ങളില്‍ ഭിക്ഷാടനം നടത്തുന്ന വ്യക്തികളെ കണ്ടെത്തി അവരുടെ വ്യക്തിവിവരങ്ങള്‍ ആപ്പില്‍ അപ്ഡേറ്റ് ചെയ്യും. ഇത് വഴി പദ്ധതിയുടെ ഏകോപനവും ഭിക്ഷാടന നിയന്ത്രണവും നടപ്പാക്കാനാകുമെന്നും മന്ത്രാലയം അവകാശപ്പെട്ടു. 25 നഗരങ്ങളില്‍ നിന്ന് ഇതിനകം ആക്ഷന്‍ പ്ലാന്‍ ലഭിച്ചെന്നും കാംഗ്ര, കട്ടക്ക്, ഉദയ്പൂർ, കുശിനഗർ എന്നീ നഗരങ്ങള്‍ പദ്ധതിയ്ക്ക് സമ്മതം നല്‍കിയിട്ടില്ലെന്നും മന്ത്രാലയം പറയുന്നു. അതേ സമയം സാഞ്ചിയില്‍ ഭിക്ഷാടനം നടത്തിയ സംഭവങ്ങളൊന്നും അധികൃതര്‍ റിപ്പോർട്ട് ചെയ്തിട്ടില്ല. അതിനാല്‍ സാഞ്ചിയെ പദ്ധതിയില്‍ നിന്നും ഒഴിവാക്കി മറ്റൊരു നഗരത്തെ പരിഗണിക്കും. കോഴിക്കോട്, വിജയവാഡ, മധുര, മൈസൂരു തുടങ്ങിയ നഗരങ്ങൾ ഇതിനകം സർവേകൾ പൂർത്തിയാക്കിയെന്നും മന്ത്രാലയത്തിന്‍റെ റിപ്പോര്‍ട്ടില്‍ പറയുന്നു.
പദ്ധതിയില്‍ സര്‍വേ, സമാഹരണം, രക്ഷാപ്രവര്‍ത്തനം. ഭിക്ഷാടകരുടെ പുനരധിവാസം, നിരീക്ഷണം തുടങ്ങിയ വിവിധ ഘട്ടങ്ങളിലൂടെയാണ് നഗരങ്ങളിലെ ഭിക്ഷാടന നിരോധനം നടപ്പിലാക്കുക. അതോടൊപ്പം പദ്ധതിയില്‍ വിദ്യാഭ്യാസം, നൈപുണ്യ വികസനം, തൊഴിലവസരങ്ങൾ എന്നിവയും ഉൾപ്പെടുന്നു. ഇത്തരം തൊഴിലുകളില്‍ ഏര്‍പ്പെട്ടിരിക്കുന്ന വ്യക്തികളെ മുഖ്യധാരാ സമൂഹത്തിലേക്ക് തിരികെ കൊണ്ടുവരികയും പദ്ധതിയുടെ ഭാഗമാണ്. ജില്ലാ, മുനിസിപ്പല്‍ അധികാരികള്‍ക്ക് പദ്ധതി വിജയകരമായി നടപ്പാക്കുന്നതിന് ആവശ്യമായ ഫണ്ട് അനുവദിക്കുമെന്നും മന്ത്രാലയം അറിയിച്ചു.
From Ayodhya to Thiruvananthapuram; Center to ban begging in 30 cities of the country by 2026!
New Delhi: As part of the central government's plan to create a Bhiksha Vriti Mukt Bharat (Bhiksha Vriti Mukt Bharat), the central government has decided to declare 30 cities in India as beggar-free cities by 2026. As part of this, the Center has identified 30 cities across the country for a comprehensive survey and rehabilitation of elderly, women and children engaged in begging. Officials also said that more cities will be included in the scheme in the next two years.
As part of the project led by the Ministry of Social Justice and Empowerment, district and municipal authorities have been asked to identify 'hotspots' of begging centers in cities by 2026. The Ministry also informed that those who are begging in these places will be brought and rehabilitated under 'SMILE' (Support for Marginalized Individuals for Livelihood and Enterprises - SMILE) scheme. As part of the project, the cities from Ayodhya in the north, Thiruvananthapuram in the south and Trimbakeshwar in the west to Guwahati in the east have been selected. Cities are selected based on their religious, historical or tourism importance.
The Ministry also announced that a national portal and mobile application will be launched by February for monitoring and project implementation as part of the ban on begging. Beggars in selected cities will be identified and their personal details will be updated in the app. Through this, the ministry claimed that coordination of the project and control of begging can be implemented. The ministry says action plans have already been received from 25 cities, while Kangra, Cuttack, Udaipur and Kushinagar have not agreed to the plan. At the same time, authorities have not reported any incidents of begging in Sanchi. So Sanchi will be excluded from the scheme and another city will be considered. Cities like Kozhikode, Vijayawada, Madurai and Mysuru have already completed surveys, according to the ministry's report.

Along with this, the project also includes education, skill development and employment opportunities. Repatriation of persons engaged in such occupations to the mainstream society is also part of the plan. The ministry also said that the district and municipal authorities will be allocated necessary funds for the successful implementation of the scheme.
